Local motorists continue to feel the ripple effects of unrest in Libya and elsewhere in the Middle East as they fill up at the gas pumps in Ocean Beach and Point Loma. California’s gas prices are the highest in the nation on average at $3.90 a gallon, according to the Automobile Club of Southern California.
